TRON DAO, the community-governed DAO dedicated to accelerating the decentralization of the internet through blockchain technology and decentralized applications (dApps), participated in a training forum organized by the Digital Currencies Governance Group (DCGG) and Brazil’s National Council of the Public Ministry (CNMP) in Brasília, Brazil, on August 26-27, 2026.
The event, titled “Cryptoassets, From Tracing to Recovery: Cooperation for the Recovery and Custody of Cryptoassets,” brought together more than 100 senior participants from Brazil’s regulatory, law-enforcement, prosecutorial, and judicial institutions, including representatives from the Central Bank of Brazil, Public Prosecutor’s Offices across the country, the Federal Revenue Service, and the National Council of Justice. Discussions focused on digital crime, crypto asset recovery, stablecoins, new typologies of illicit activity, and approaches to prevention, investigation, and risk analysis in digital operations.
TRON DAO was represented by Sam Elfarra, Community Spokesperson, and John O. Hurston, General Counsel for TRON, who contributed to sessions examining blockchain infrastructure, transaction transparency, and cross-sector cooperation in the investigation and recovery of digital assets.
Elfarra participated in the session “The Blockchain Ecosystem,” providing an overview of how the TRON blockchain operates and discussing transaction transparency, stablecoins, and blockchain traceability. The session examined how the transparency of public blockchain networks can help law-enforcement authorities trace transactions and better understand the movement of digital assets. Elfarra also highlighted industry-led initiatives such as T3 Financial Crime Unit (T3 FCU) and their role in efforts to identify and address illicit activity involving digital assets.
Hurston spoke on the panel “Crypto Asset Recovery through Cross-Sector Cooperation: Freezing, Seizure, and Restitution of Funds,” moderated by Lorena Bittencourt, Public Prosecutor at the Goiás State Prosecutor’s Office and Auxiliary Member of CNMP. The panel also included Deborah Di Lullo, Blockchain Investigator and Law Enforcement Liaison at Tether; Lister Caldas Filho, Public Prosecutor at the São Paulo State Prosecutor’s Office; and Fabiano Gonçalves Cossermelli Oliveira, Public Prosecutor at the Rio de Janeiro State Prosecutor’s Office. The discussion examined how public authorities, law-enforcement agencies, and private-sector participants can coordinate efforts to trace, freeze, seize, and recover digital assets while strengthening investigative processes and risk mitigation.
The forum marked TRON DAO’s first engagement with CNMP and helped establish direct institutional relationships with Brazilian authorities. TRON was the only blockchain represented at the event, allowing TRON to bring a technical perspective on blockchain infrastructure to discussions with law-enforcement and prosecutorial authorities.
“Engagements like this help build direct, constructive relationships with public institutions and give authorities a better understanding of how blockchain technology works in practice,” said Elfarra. “As Brazil develops its approach to digital assets, TRON looks forward to sharing technical expertise and supporting regulation that is familiar with and informed by how the technology works in practice.”
The second day of the event featured dedicated training for law-enforcement and prosecutorial authorities, providing an opportunity for participants to examine practical approaches to investigating digital asset activity and addressing emerging forms of digital crime.
