On September 21, Evolution Metals & Technologies Corp. (NASDAQ: EMAT) gets added to an index. FTSE Russell has named it to its preliminary lists for the Russell 3000 and Russell 2000, and unlike almost every other investor who’s looked at this company this year, the funds that track those indexes don’t get to have an opinion about it. According to the company, roughly $12.2 trillion in assets is benchmarked to Russell’s U.S. indexes. If a fund is built to hold the Russell 2000, and EM&T is in the Russell 2000, that fund owns it on September 21, whether the manager has ever heard of a rare earth magnet or not.

That’s a mechanical event, and it’s worth pausing on, because it’s the first time this year that a large pool of capital is required to look at Evolution Metals rather than choosing to. At the same time, those looking at EM&T might find a compelling story once the underlying strategy, landscape and regulatory tailwinds become clear.

A history producing what Washington Needs Most

Most of the companies racing to build a Western rare earth magnet supply chain right now are starting close to zero: a permit application, an MOU, a groundbreaking. Evolution Metals isn’t one of them. Its operating subsidiaries in Pohang, South Korea have produced bonded magnets commercially for more than 18 years, long before anyone in Washington cared where a magnet came from. Sintered magnet production was added in 2024, with the first sintered sales booked in 2025. This is a working factory with a track record, not a business plan.

Starting January 1, 2027, a defense acquisition rule known as DFARS 252.225-7052 bars the Pentagon from buying systems containing magnets, or magnet materials, that were mined, refined, or processed in China, Russia, Iran or North Korea, at any point in the chain. China currently makes the overwhelming majority of the world’s finished magnets. That rule turns “we already make these, outside of China” from a nice-to-have into the whole ballgame.

Traction combined with a strong outlook from management

EM&T has spent this year building the proof. In June, it completed quality certification with two global Tier-1 electronics manufacturers across six magnet grades. In July, it took delivery of its first shipment of non-China neodymium-praseodymium metal, sourced through a Vietnamese supplier under a Japanese trading partner’s contract, giving it a documented, non-Chinese trail from raw material to finished part. And it has placed binding orders for 13 additional magnet-making machines, due in November, meant to take annual capacity from roughly 1,000 metric tons to roughly 10,000 metric tons, right as the January deadline lands.

On September 10, management provided initial guidance of $400 million to $460 million in fiscal 2027 revenue, up from an expected $5 million to $8 million this year. That’s not a contracted figure, and the company has been explicit that it depends on customers converting from qualified to ordering at volume, on time. It’s a target, not a promise. But it’s a specific one, tied to machines that are supposed to arrive in a specific month.

What the calendar says

None of this depends on a single catalyst. The index inclusion on September 21 is a mechanical event: passive money comes in because the rules say so. The DFARS deadline on January 1 is a regulatory event: primes and their suppliers need a non-Chinese magnet source or they lose access to defense contracts. And in between, 13 machines are supposed to arrive in November to scale capacity from roughly 1,000 metric tons to roughly 10,000 metric tons. Each of those items is on a public, dated calendar. Each one either happens or it doesn’t.

That’s what makes EM&T unusual at this stage. Most companies with this kind of revenue ramp ahead of them are asking investors to believe in a technology that hasn’t been proven, or a factory that hasn’t been built, or a regulation that might never pass. Evolution Metals already has 18 years of production behind it, a qualified product in front of two Tier-1 OEMs, and a rule that’s already on the books. The opportunity is real, the timeline is public, and as of September 21, a very large pool of capital will be paying attention.
